عدم استحکام
پاکستان ایک نازک سماجی. و ترقیاتی موڑ پر کھڑا ہے. جہاں غربت میں کمی کے پہلے حاصل کردہ فوائد معاشی عدم استحکام، مہنگائی کے دباؤ، موسمیاتی جھٹکوں، کمزور روزگار کی بحالی اور گھرانوں کی بڑھتی ہوئی کمزوری کے باعث کمزور پڑ گئے ہیں۔
ملی غربت کا تناسب 2018-19 میں 21.9 فیصد سے بڑھ کر 2024-25 میں 28.9 فیصد ہو گیا ہے، یعنی اب تقریباً ایک تہائی آبادی. غربت کی لکیر سے نیچے زندگی گزار رہی ہے۔ اسی دوران بنیادی ضروریات کی لاگت .(Cost of Basic Needs) والی. غربت کی لکیر فی بالغ ماہانہ 3,757.85 روپے سے بڑھ کر 8,483.80 روپے ہو گئی ہے، جو گھرانوں کی خریداری کی طاقت میں بڑی کمی کو ظاہر کرتی ہے۔
یہ دباؤ ملک بھر میں یکساں نہیں ہے۔ دیہی علاقوں میں غربت 28.2 فیصد سے بڑھ کر 36.2 فیصد ہو گئی، جبکہ شہری علاقوں میں یہ 11.0 فیصد سے بڑھ کر 17.4 فیصد ہو گئی ہے۔ اس سے ظاہر ہوتا ہے کہ غربت دیہی. علاقوں میں اب بھی زیادہ گہری ہے، لیکن شہری علاقوں کے کمزور گھرانوں میں بھی یہ تیزی سے بڑھ رہی ہے، جہاں بڑھتی زندگی کی لاگت، بے روزگاری، توانائی کے دباؤ، کرائے کے بوجھ. اور حقیقی آمدنی میں کمی جیسے مسائل موجود ہیں۔
